I had the same problem but realized that I was signed on to multiple gmail accounts at one time. If the file you are trying to download onto your computer is not shared with/saved in the first gmail account you logged into (type in a new tab and see which email is linked) then you will not be able to download the file. Sign out of all accounts and sign in to the email associated with the google drive where the file is located in and it should work without any issues.

It is usually caused when you are signed in to two google accounts at the same time, and google is defaulting to one account as the master. When you try to save something from the account that is not the defaulted master, it gives you the forbidden error. What you have to do is click into your google accounts at the top right of the screen in google, and then click sign out. Make sure you are signed out of all google accounts, and then sign in to the account which you want to download the file from. Go back to google drive, and the file should download fine with no errors.
